Final Evaluation Yemen Conflict Sensitivity Platform (YCSP)Search for Common Ground (Search) is seeking a consultant who can evaluate the link between the adoption of Conflict Sensitivity for aid agencies, donors and Yemeni authorities and the promotion of peace and stability in Yemen. Following a 2 year program, we are primarily interested in measuring the adoption of conflict sensitive approaches by humanitarian agencies and donors and the impact this has on aid delivery in Yemen.
1. ContextSearch for Common GroundSearch is an international conflict transformation NGO that aims to transform the way individuals, groups, governments and companies deal with conflict, away from adversarial approaches and towards collaborative solutions. Headquartered in Washington DC, USA, and Brussels, Belgium, with 52 field offices in 29 countries, Search designs and implements multifaceted, culturally appropriate and conflict-sensitive programs using a diverse range of tools, including media and training, to promote dialogue, increase knowledge and determine a positive shift in behaviors.Working in Yemen since 2010, Search has promoted a culture of nonviolence, teaching how to use collaboration to overcome conflict and creating lasting changes in the lives of men, women, and children. The Project The Yemen Conflict Sensitivity Platform (YCSP) is a 2-year project funded by FCDO-UK and implemented by Search for Common Ground (Search) and its partner Seton Hall University (SHU). The overall objective of the project is to promote peace and stability in Yemen through enhanced conflict sensitive aid delivery. To achieve this goal, Search worked at three levels:Advice: YCSP provided technical support to donors and policymakers on aid strategies, to help boost the overall conflict sensitivity of aid. Advice was provided through a Donor Advisory Group (DAG) of donors and aid policymakers.Learning: YCSP enabled inter-agency lesson-sharing and learning on how to deliver aid considering conflict dynamics (by sector and geographic location) to help boost the collective conflict sensitive practice of aid agencies. Lesson-sharing and learning was conducted through a Technical Working Group (TWG) of humanitarian and development agencies.Capacity: YCSP provided capacity assistance to donors, Yemeni authorities and humanitarian and development agencies, to help boost the conflict sensitivity of individual agencies; this was provided through a Capacity Support Mechanism (CSM).2. Goal and Objectives of StudyThe objective of this study is to serve as a final evaluation of the Yemen Conflict Sensitivity Platform project as required by the donor and Search’s own DME Protocols. Search is exploring possibilities to extend the project, and is therefore also interested in using the results of the final evaluation to inform concept notes or future project designs that build on achievements and gaps of the YCSP project. As such, the evaluator is expected to research and provide insight on the following aspects:Relevance of the theory of change and project design Effectiveness: to what extent did the project’s activities contribute to achieving the objectives as defined in the project's indicators and the progress markers of the outcome mapping process? Impact of the project: What longer term results are likely to emerge from the projects’ achievements? Sustainability of the project’s outcomes/impact An analysis of the gaps and achievements of the current project with an aim of using this to request funding for a project extension or redesign for a follow-up phaseDraw lessons learned and recommendations from this intervention
