Job Description

ThinkWell is the prime implementing partner for USAID’s flagship project, the Health Financing Activity (HFA), a five-year (2019-2024) $14.9M bilateral contract with USAID/Indonesia. The HFA works in partnership with the Ministry of Health’s Center for Health Financing and Risk Protection (MoH-PPJK) to sustain and increase efficiency in financing for health to improve financial protection, equitable access to quality health services, and health outcomes in the USAID priority areas of HIV, Tuberculosis (TB), and maternal and newborn health (MNH). ThinkWell is joined by Results for Development (R4D) and two centers of excellence: Universitas Indonesia’s Center for Health Economics and Policy Studies (CHEPS) and Universitas Gadjah Mada’s Center for Health Policy and Management (UGM-CHPM).

ThinkWell is seeking a candidate for the position of Deputy Chief of Party (DCOP) who has experience in managing USAID contracts of technical assistance programs in the Indonesian health sector, and has strong communication and coordination skills.

The Deputy Chief of Party reports to the Chief of Party, and s/he will be responsible for the day-to-day coordination of activities and communication with USAID/Indonesia and other program partners. S/he will supervise HFA staff and subcontractors on activity implementation, deliverables, reporting, meeting deadlines, quality control of contract reports and deliverables, strategic communications, success stories, and representation of HFA with external audiences.

responsibilities

Communications

  • Communicate HFA progress and achievements with USAID, serving as the key HFA focal point for USAID;
  • Coordinate HFA activities with partners, communicate regularly with them, ensuring timely and quality implementation;
  • Represent HFA in-country and be the main focal point with all local and external clients, partners, and donors;
  • Synchronize and coordinate the effective implementation of HFA by routinely monitoring the progress of staff, subcontractors, and consultants to be able to confidently share activity updates with external audiences
  • Partner directly with and support the COP on all tasks including liaising with USAID, senior government officials and counter parts, the donor community, and other USAID programs.
  • Oversee the production of high-quality outputs and communications products, including providing technical review, ensuring proper branding, and adhering to timelines;
  • Co-produce with HFA technical staff and USAID’s communications team, compelling communications of HFA achievements tailored to diverse audiences;
  • Maintain quality control, technical and editorial of deliverables

Program Management

  • Partner with the COP with strategic and operational planning, including work planning, and ensure project compliance with all contractual reporting and financial requirements of USAID and ThinkWell LLC.
  • Serve as the primary point of contact for USAID for day-to-day project management and reporting;
  • Represent the project and make presentations to USAID, GOI, and other external audiences in English and Bahasa Indonesian;
  • Implementing the process for production of the annual workplan with the government partners, sub-contractors and other HFA team members.
  • Ensure that the work plan meets USAID requirements and standards, conduct detailed review of draft annual work plans and budgets submitted from subcontractors
  • Review feasibility, cost-efficiency, link with results framework, consistency between activities and deliverables, and alignment of activity narrative with budget assumptions.
  • Conduct meetings with Activity Managers to provide feedback in a productive and positive manner and facilitate delivery of high-quality work plan and budget;
  • In collaboration with the MERLA Specialist, continue implementing the HFA system for monitoring activities and product/deliverables;
  • Produce regular activity tracking reports for submission to USAID.

Contract Management

  • Ensure compliance with the USAID contract on programmatic requirements, coordinating with ThinkWell’s Country Manager responsible for compliance with operational and financial requirements;
  • Ensure that contract deliverables are met in accordance with contract requirements;
  • Manage all sub-contracts related the HFA project; and
  • In collaboration with ThinkWell’s Country Manager, ensure technical staff and subcontractors comply with HFA’s financial systems, including financial tracking, recording of financial transactions, financial risk management, and fraud prevention.
